Google Search Discrepancy

When you are using Google Search API, I noticed a discrepancy between a Google search on their web site, and a Google search using their web api.
I heard that Google explained this topic by saying “with the Google Web APIs service, software developers can query more than 8 billion web pages directly from their own computer programs. Google web search API site uses the SOAP and WSDL standards.” However, if you research this from the Google API site, they will give you only get 5.2 billion. This after I had my filter turned off on both the Google Web site and the Google API.
My question is, where are the other 3 billion data results? They claim that you can access all 8 billion pages with their API, but my results show a different result.
